That's just one rule. There are others like requiring customers to register, approved uniform for ML, name tags, no solicitation outside the shop, ... not every shop toe the line exactly, wonder if the owner is boh-chap can afford the fine, or ignorant of the finer details as the legal stuff is all in english.
