In any capitalistic economy, "
if is not expensive then don't sell it" would be a good theme at play. So i think when the activity in question and its implications become an expensive enough issue, the person/group who owns it will sell it off, maximizing profit i presume.
In this case, a V unit to its supervisor then to the political entity and finally its gets sold off to the public. Ohh here is the news "We cleaned up X". Right now X is just not important enough for them to care perhaps. I only hope that the few mostly not so harmful things we do here, like even discuss these matters, don't somehow trigger a painful turn of events as adding value for X. Butterfly effect on in this Blabberfly effect perhaps.
