Illegal, but not enforceable. All girls now have condoms on standby, in case there is an inspection.
Under the new law (which was pushed by female rights group to protect the workers), it would be the customer to be prosecuted, and not the girl. The only way the police could trap a customer is to get a female officer to parade around naked and pose as a worker. Not going to happen!
Previously, many customers did it in the open. Now they go into a room first.
