Almost all hotels in jakarta are girl-friendly (at least I have never come across any that doesn't allow) and doesn't need any registration.
If the lift requires access card, you either go down to lobby to pick her or you can get recept staff to send her up. Having said so, think it's safer to pick her personally.
Never stay before at the artotel u mentioned, only stayed at artotel in thamrin long time back. No problems with bringing girls back, can't remember if the lift needs access card or not though.
