JAV released in Japan is mosaic-ed (censored). Some series/clips versions without mosaic were released in the States - where the FBI warning is a stipulation (if you note it is about age of performers, copyright ownership etc). That's why all the uncensored Heyso, Caribbean, 1Pondo etc all have the warning.

Not sure but I always assumed it was some guy who was reposting these uncensored videos with his own watermark
