Indonesia Hightens Zero-Tolerance Stance on Drugs


Jakarta (Antara News) - Drug abuse, which is spiraling out control, has put Indonesia in a state of emergency, the Indonesian government has repeatedly said.

Some 30 to 50 people die daily from drug abuse, Coordinating Minister for Political, Legal and Security Affairs Luhut Binsar Panjaitan revealed in Bandung, West Java March 18.

"Drug abuse in Indonesia is worse than terrorism," the minister said, adding that the number of drug users has reached 5.9 million in the country.

The country has 4.5 million drug addicts who need rehabilitation. Some 1.2 million drug addicts are in such dire straits that even rehabilitation is no longer an option for them.

Nearly 75 percent of those convicted for drug trafficking still manage their businesses from jails, he affirmed.

Despite the governments serious fight against illicit drugs, the number of drug-related cases had increased 13 percent in 2015 compared to the previous year.

"This is recorded as the highest surge in the last five years. The increase in methamphetamine usage reached 350 percent and ecstasy 280 percent, which is very dangerous," Pandjaitan pointed out.

Indonesia is one of the few countries that have the harshest drug laws in the world.

In 2015, the Attorney Generals Office had executed 14 death row inmates.

On January 18, 2015, six death row inmates were executed in Nusakamangan and the Mobile Brigade Headquarters in Boyolali, Central Java.

The six were Tommi Wijaya (the Netherlands), Rani Andriani (Indonesia), Namaona Denis (Malawi), and Marcho Archer Cardoso Moreira (Brazil), in addition to Tran Thi Bich Hanh (Vietnam), and Daniel Enemuo alias Diarrsaouba (Nigeria).

On April 29, eight death row inmates were executed. They were Rodrigo Gularte (Brazil), Sylvester Obiekwe Nwolise (Nigeria), Okwudili Oyatanze (Nigeria), Martin Anderson alias Belo (Ghana), and MGS Zainal Abidin bin MGS Mahmud Badarudin (Indonesia), in addition to Rahem Agbaje Salami Cardova (Cardova), Myuran Sukumaran (Australia), and Andrew Chan (Australia).

Further executions of drug offenders are just a matter of time, and likely this year, Attorney General HM Prasetyo has affirmed.

"Just observe the implementation later. It is just a matter of time," he stated March 18.

He had never spoken of executions being discontinued, Prasetyo clarified.

The authorities have not bowed to pressure from other countries which have wanted the executions discontinued, he affirmed.

"There is nothing like that. Our legal enforcement lies in the hands of our own state, and death penalty is still applied in line with Indonesias positive legal system," he remarked.

No party in Indonesia or outside can dictate to the country on the issue of execution of drug convicts, Minister Luhut Pandjaitan also stated.

However, if the drug convicts on death row have not been executed, it is only matter of time, because it was not found appropriate for the law enforcement to do so, he told the press.

"It is only a matter of time," Pandjaitan said when questioned about the governments war on drugs.

The execution of the drug convicts on death row has not yet been carried out, considering the economic stability aspect of the country, the minister noted.

The National Anti-Narcotics Agency (BNN) expressed its support for the governments decision to execute drug-related death row prisoners.

Indonesia has declared a zero-tolerance stance on drugs, particularly drug traffickers and syndicates, Indonesian Ambassador and Permanent Representative to the United Nations and other International Organizations in Vienna Rachmat Budiman has said.

The ambassador made the statement while speaking at the 59th Session of the Commission on Narcotic Drugs (CND) held in Vienna, Austria, recently.

Drug production, smuggling and drug abuse pose a serious threat to Indonesia as such things affect the countrys economic and social life, Budiman said.

Drug traffickers and syndicates have been targeting Indonesia and their networks have spread across the country targeting the younger generation, he remarked.

Therefore, the government is determined to enforce laws firmly against drug criminals, he said.

The ambassador called on other countries to respect the territorial integrity and sovereignty of Indonesia in its efforts to fight drug-related crimes.

Indonesia is, in fact, applying a new paradigm through a balanced approach between legal enforcement and rehabilitation programs for drug addicts, Budiman noted.

Early last year, President Joko Widodo (Jokowi) symbolically officiated at a groundbreaking ceremony of drug rehabilitation centers in seven Indonesian cities as an assurance to reach the target of rehabilitating 200,000 drug addicts in 2016.

"In 2014, 18,000 drug addicts were rehabilitated, while in 2015, we target an increase in the figure to 100,000, and in 2016 it should reach 200,000. We should double the number, as the number of addicts continues to increase," Jokowi remarked.

The rehabilitation centers located in South Sumatra, East Java, Jambi, and West Kalimantan, apart from South Kalimantan, North Sulawesi, and North Maluku, are managed by the Social Affairs Ministry.

'To create Indonesian children that are healthy smart and competitive, the most important thing is, from the beginning, to provide them adequate nutrition, especially breastfeeding,' Mr Wismansyah said, according to Indonesian news website Okezone.

Mr Wismansyah went on to canned milk and other similar products were relied upon more heavily nowadays because parents are busier.

'So, it's no wonder that recently there are more LGBT,' he said.


It comes after another Indonesian politician was criticised for comparing the LGBTI movement was potentially as dangerous as nuclear war.

Defense Minister Ryamizard Ryacudu said moves to see greater equality for all Indonesians put his country at risk.

'[The LGBT movement] is dangerous as we can't see who our foes are, but out of the blue everyone is brainwashed - now the (LGBT) community is demanding more freedom, it really is a threat," he said.

Earlier this year, another Indonesian minister called for LGBTI students to be banned from universities.

Indonesian smugglers cram cockatoos into plastic bottles to get them through customs

More than 24 critically endangered cockatoos were rescued by police after being found stuffed in water bottles for illegal trade.


Smugglers crammed the Yellow-crested cockatoos into empty bottles so they could get through customs at Port of Tanjung Perak in Surabaya, Indonesia.

But Indonesian Police discovered the birds, which can be sold for as much as £650 each, and cut them free so they could receive medical attention.

The Yellow-crested cockatoo was listed as a critically endangered species by the International Union for the Conservation of Nature and Natural Resources in 2007.

The population is at a critical low due to deforestation and poaching and recent studies suggest there may be less than 7,000 individuals remaining.

More than 10,000 parrots, including Lories and Cockatoos, are caught from the wild in North Halmahera, Indonesia, each year to supply the domestic and the international illegal wildlife trade.


Around 40 per cent of birds die during the illegal smuggling process.

So for every 1,000 parrots caught from the wild, 400 birds died in vain, during the poaching, transportation and trade, due to poor conditions and cruel handling.

Most parrots are prohibited from international commercial trade unless they are captive bred or permitted by the exporting country.

Yellow-crested cockatoos also breed very slowly and lay eggs only once a year. They can produce only two eggs at a time.

Illegal trapping continues in many areas including Rawa Aopa Watumohai National Park, Buton and Kadatua Islands, but has reportedly been reduced significantly on Sumba.


Large-scale logging and conversion of forest to agriculture across its range has exacerbated the decline, and the use of pesticides is a further potential threat.

The white birds can range in size from 12 inch to about 27inch in length and present a beautiful yellow crest.

They are found in wooded and cultivated areas of East Timor and Indonesia's islands of Sulawesi and the Lesser Sundas.

Taxi protest causes traffic chaos in Indonesian capital


Thousands of taxi drivers caused traffic chaos in the Indonesian capital Tuesday in a rowdy protest against what they say is unfair competition from ride-hailing apps such as Uber.

TV footage showed long lines of taxis and three-wheel minicabs blocking a central expressway, men setting tires alight and jumping on vehicles that refused to join in the protest. An Associated Press reporter witnessed drivers surrounding one taxi, forcing its terrified female passenger on to the road with her luggage.

It is the second major protest by taxi drivers in Jakarta this month. They say competition from ride-hailing apps, which don't face the same costs and rules as regular taxis, has severely reduced their income. Many come to Jakarta from other parts of Indonesia and support their families as taxi drivers.

Driver Jeffrey Sumampouw said his earnings have slumped more than 60 percent since Uber and other apps starting getting popular in Jakarta about a year ago.

"The government must defend us from illegal drivers who have stolen our income," he said. "We almost cry every day because it's difficult to get passengers."

Smartphone-based apps such as Uber have turned the public transport industry on its head worldwide. In the US and Europe, the apps have been acclaimed by urban customers tired of struggling to find cabs, while taxi companies accuse the mavericks of running unlicensed services.

Uber has been making a big push into Asia, intensifying competition in a region where there already was a slew of ride-hailing apps such as Malaysia-based Grab, which operates in several Southeast Asian countries including Indonesia. An Indonesian startup Go-Jek, which hails motorcycle taxis, has also exploded in popularity in the past year.

The demonstrations Tuesday elicited little if any sympathy from commuters in a city that already suffers massive congestion.

"This protest is so terrible. They really are rude and overbearing. I was very hurt," said Dewi Gayatri, who missed her flight for a business trip to Makassar in eastern Indonesia.

"I still like Uber, and hope the government protects Uber, because it's so easy to order and cheaper," she said.

Officials have given mixed signals recently about how ride apps would be regulated. Indonesia's president Joko "Jokowi" Widodo has previously defended the Go-Jek app in particular as making life easier for Jakarta residents and refused calls to ban it.

Haryono, a driver for the Blue Bird taxi company who goes by one name, said he wanted to keep on working but couldn't avoid the protest.

"I was forced to stop and join with them," he said. "I cannot do anything because they look angry. It would be dangerous for me, my passenger and my vehicle if I denied their request."
